    The Town of Leverett seeks consulting services for the second phase of a Comprehensive Master Plan. The successful consultant should have broad knowledge base in land use planning, housing, economic development, cultural asset development, smart growth, open space, historic preservation, municipal services, GIS, climate adaptation, community resiliency, and familiarity with the deliverables from the first phase of the Plan (see website). 

    This phase two effort to be completed no later than November 30, 2023.  Not to exceed $70,000.

    Cape Cod RTA is seeking proposals for a Zero Emission Vehicle Transition Plan and Regional Support Study which will gather best practices for the procurement, installation, operation, and maintenance of ZE charging/ fueling infrastructure and vehicles. This project will also serve as a local government resource for mass ZEV adoption.

    Boston Planning and Development Agency has issued an RFP for a consultant to study strategies to help convert vacant Downtown Boston office spaces to viable uses. Budget is $100,000.

    Goals:

    • Increase the number of residents in the Downtown area;
    • Preserve historic building facades and downtown’s historic character, while providing new mixed uses; and
    • Ensure that underutilized Class B and C office space can be efficiently repurposed for new active uses.

    Brookline issued an RFP for a consultant to prepare a Community Preservation Plan per M.G.L. Ch. 44B. Working with the Community Preservation Committee, consultant will prepare a plan that "centers on diversity, equity and inclusion in all CPA funding categories and as part of the evaluation and selection process for projects." Estimated budget is $30,000 to $50,000. Final plan due Sept. 1, 2023.

    The Town of Orleans needs the services of a qualified consultant who would develop an update to the Towns assessment of affordable housing needs, by updating and supplementing the Orleans Community Housing Study, which has served as guidance for the Town in its affordable housing efforts since the study's completion in 2017.

    Springfield is requesting proposals for a financial feasibility assessment for a multi-use sports tourism and recreational complex. 

    The project is funded by the City to help inform the community of the potential opportunity, tourism and local revenue impact, and costs associated with a development of this scale.

    This new facility is intended to stimulate to the maximum degree possible new regional tourism spending and provide the city with a premiere sports and recreational asset that is recognized in the entire New England sports venue marketplace. It may include multi-family market-rate housing,  accessory retail and structured parking. The proposed facility is intended to complement visitor traffic to the regional sports attractions including the Basketball Hall of Fame and Volleyball Hall of Fame in Holyoke.

    A previous study has determined both the scale and demand for such a regional facility and is available. Eight months, max. $40,000.
