Springfield needs a consultant with "significant subject-matter expertise in housing planning and with experience in the creation of comprehensive data-driven municipal housing plans." Springfield needs to develop a Comprehensive Housing Plan by 9/30/26. Key deliverables: executive summary and a final report incorporating a housing needs assessment;  housing production and preservation goals; recommended policy, ordinance and funding changes; and an implementation plan.
