The 2021 Economic Development Bond Bill, titled An Act Enabling Partnerships for Growth, authorized $50 million to be administered by the Massachusetts Housing Partnership (MHP) in “financial assistance in the form of grants or loans to accelerate and support the creation of low-income and moderate-income housing in close proximity to transit nodes”.
Via the following RFQ, MHP is seeking statements of qualifications from technical service providers for its Complete Neighborhoods Initiative.

The Pioneer Valley Planning Commission is seeking consultant services to provide Economic Recovery Planning for the EDA Cares Grant program. Services include scoping out major grant products, participation in virtual meetings with stakeholders, capacity assessment, economic strategy gap identification, and defining methods and tools for forward-looking economic scenario planning.

The City of Lowell seeks a qualified consultant team to provide professional services supporting the development of a City-wide Comprehensive Plan. A wave of changes in the decade since the publication of Lowell current Plan, Sustainable Lowell 2025, has prompted the City to prioritize the creation of an updated Plan, Resilient Lowell 2040. Not-to-exceed fee is $450,000.

Attleboro issued a request For Proposals to provide a VISION AND PLAN FOR THE TRANSIT-ORIENTED DEVELOPMENT DISTRICT located adjacent to the Attleboro Commuter Rail Station. The project will begin on or around 3/1/22 & completed no later than 6/30/22.

Stoneham needs a consultant for a study and "preliminary design" (?) for a circumferential trail/trail network around Spot Pond in Stoneham. Products: maps; report on public input; final map illustrating proposed design of the trail/trail network which shall identify the type of trail in each section; report with details on the rationale for the location of the proposed circumferential trail, typical cross sections of various trail types; bicycle routes), and standards for trail construction. $70,000.

The Town of Leverett seeks proposals from qualified consultants to develop Phase 1 (of two) of Comprehensive Master Plan consistent with the requirements under MGL Chapter 41, Section 81D. Leverett is a town of about 2,000 in western Massachusetts, next to Amherst.
